Job Summary:

Reporting to the Chief Administrative Officer (CAO) this position is responsible for directing Public Works services on the Stoney Nakoda reserves (three geographic locations: Morley, Eden Valley and Big Horn).  This position is responsible for all budgeting, planning, organizing, directing, coordinating and financial control of the operation of Stoney Nakoda Public Works Services. 

Tasks, Duties and Responsibilities:

Public Works

  • Plans, prioritizes and implement public works services and maintenance (incl. construction programs)
  • Advises Public Works Committee (PWC), and CAO to all public works departmental activities
  • Develop policies and procedures: examples – OH&S, vehicle certifications, maintenance programs
  • Directs the activities of all public works Managers to efficiently and effectively service the community
  • Responsible for interacting with Nation members and responding to needs and/or complaints
  • Other duties as required

Budget

  • Prepares and presents departmental budget for Leadership, Public Works Committee and CAO
  • Monitors and manages budget once approved, ensuring all STA policies are followed
  • Prepares and submits funding submissions, agency business plans etc. for funding

Business and Operational Planning

  • Develops a business plan and ensures alignment with ISC financial guidelines
  • Evaluates the program and develops and maintains an operational work plan that addresses deficits

Staff Supervision

  • Manages a multi-disciplinary team environment
  • Provides leadership and management to the program’s staff by supervising, coaching and mentoring
  • Assesses the competencies of staff and identifies strengths and areas for development by creating individual performance plans
  • Participates in staff recruitment

Communication:

  • Liaises and maintains communication with Band programs, government agencies, community services and other related organizations

Skills & Qualifications:

  • Minimum of Grade 12 or Grade 12 Equivalency, with post secondary education an asset
  • Minimum of 3-5 years management experience
  • 5-7 years experience working for a First Nation
  • Experience in Public Works operations, vehicle operation and maintenance and construction an asset
  • Strong verbal and written communication skills,
  • Strong knowledge in Microsoft office
