Stoney Nakoda Child and Family Services operates as a Delegation First Nation Agency (DFNA), delivering services to children and families across the three Stoney Nations of Bearspaw, Chiniki and Goodstoney.   Operating under An Act Respecting First Nations, Inuit and Metis Children, Youth and Families and The Child, Youth and Family Enhancement Act we implement strength-based practice to preserve families, restore and maintain connection and ensure access to Stoney language, culture and tradition.

Job Summary:

The position reports to the Manager/Associate Director of Child Intervention and forms part of SNCFS team.  The role’s primary purpose is to provide support, coordinate and supervise the agencies foster/kinship staff to ensure our care providers receive appropriate services, coaching, support and guidance.   The role will operate in accordance with any related child-centered legislation, policies, procedures and regulations.

Tasks, Duties and Responsibilities:

  • Ensure compliance with all licencing regulations
  • Conduct annual inspections/evaluations of foster /kinship homes, client records and ensure compliance with the Foster/Kinship Care Program policies and procedures
  • Implement recruitment and retention strategies, licensing and re-licensing processes and supervise foster/kinship home placements.
  • Plan, monitor and evaluate the annual budget and monthly expenditures of the local Foster/Kinship Program, ensuring that program expenditures remain within the budgeted allocations and that budgeted income is billed/received.
  • Develop and implement an in-service training program for all foster care staff within the local area, in conjunction with the Management team and other agency training programs
  • Understanding of family systems dynamics as well as organizational and First Nation community systems.
  • Child/Adolescent development, human behaviour theories.
  • Indigenous Knowledge, specifically Stoney ways of knowing.
  • Anti-oppressive Practice.
  • Knowledge of Placement Resources and Continuum of Care, Child Development Assessments and tools, special rates schedule, Provider Assessment/supports.
  • Knowledge of Permanency Planning including Adoption, Private Guardianship, Supports for Permanency, Home Assessment, Alberta Foster and Kinship Care Association
  • Monitoring and compliance to standards of residential and facility licenses.
  • Dispute Resolution Process and Administrative Review Process
  • Knowledge of Professional Code of Ethics, Code of Conduct, and Collective Agreement, Occupational Health Safety
  • Knowledge of Signs of Safety Practice, Tools and Language into home and safety assessments
  • Other duties as assigned

As a supervisor, you are delegated under the Alberta Child, Youth and Family Enhancement Act, and a solid working knowledge of this legislation is essential, in addition to An Act Respecting First Nations, Inuit and Metis Children, Youth and Families.  The other legislations you will be required to have some knowledge of are as follows:

Education, Skills & Abilities:

  • Stoney Nakoda Nation members with alternative education and child intervention experience may be considered
  • BSW with at least one year of supervisory experience and 3 years of child intervention or foster/kinship experience
  • Diploma of Social Work with at least 2 years of demonstrated supervisory experience and five years of child intervention or foster/kinship experience.
  • Graduate or undergraduate degree in humanities or Child & Youth related degree may be considered
  • Familiar with family finding and the 3-5-7 Model
  • Familiar with Grief and Loss awareness and process in First Nation communities
  • 60’s scoop knowledge and the impact of drug and addictions on children and families
  • Strategize using Harm and Risk Reduction Strategies and aware of Trauma informed practice
  • Strong intervention and crisis management skills
  • Mentor organizational & time management through strong team lead skills, including team building, motivating and influencing

Conditions of Employment

  • Valid drivers license and reliable transportation.

  • Ensure all client services are met appropriately with cultural considerations made while supporting a high standard and legislative service requirement; liaise regarding children in care in Alberta that are in other provinces; work together to plan for Stoney children with their communities.
  • Contracted Agencies – Ensure all program services and interventions are provided at a high standard and legislative requirements are met.
  • First Nations Designates – Relationship building through regular Meaningful Engagement and joint initiatives.
  • Office of the Child and Youth Advocate – provide information; collaborate on specific reviews.
  • Clients – respond to complex queries; issues and/or dispute resolution.
