Job Summary:
As the Manager of Protective Services, you will be reporting directly to the Director of Emergency Management. This multi- faceted role includes the organization and running of the Nakoda Emergency Service Protection Team in addition to both static and casual Security Guards. This position works closely with all three Stoney Nakoda First Nations Chiefs & Council as well as the RCMP and other external bylaw and peace officers when and where required.
Tasks, Duties and Responsibilities:
Nakoda Emergency Services Protection Team
- Management of full-time permanent Protection Officers who operate 24/7 to:
- Ensure all buildings under the management of Stoney Tribal Administration are:
- safe for employees and Stoney Nakoda First Nations, and the public
- locked and secure when not in use
- Continually staff the 24/7 Nakoda Emergency Services Protection phone
- Respond to concerns from the public and either escalate to RCMP, Fire or EMS or work with Stoney Nakoda First Nations members to resolve issues
- Ensure no trespass onto the Stoney Nakoda First Nations lands
- Keep accurate daily logs and incident reports
- Ensure all buildings under the management of Stoney Tribal Administration are:
Mînî Thnî Range Patrol Unit
- Manage a four-person Range Patrol Unit; to include:
- Scheduling of Range Patrol staff to cover a seven-day schedule
- Assigning patrol areas to Range Patrol staff
- Maintaining situational awareness of Range Patrol staff’s location and activities
- Coordinate liaison with RCMP or other law enforcement entity when dealing with trespassers or those seeking to harm Stoney Nakoda Nations land or people
- Provide weekly reports to Director of Emergency Management regarding Range Patrol actions
Casual / On Call Security Guards
- Management of a number of casual and/or on-call Security Guards to assist in any or all of the above in addition to:
- Provision of additional Security at specific locations and/or events
Staff Supervision
- Provides leadership and management to the staff by supervising, coaching and mentoring
- Develop and implement a professional education program for all Protective Services staff
- Train and empower staff to make
- Assesses the competencies of staff and identifies strengths and areas for development by creating individual performance plans that identify individual performance goals
- Encourages and supports staff to explore and utilize areas of development as identified in their performance plan
- Ensures personnel administration is in accordance with regulations, policy, and acts
Bylaws
- Review existing Stoney Nakoda First Nations bylaws and make suggestions for updates
- Work with Stoney Nakoda First Nations key stakeholders to develop and implement new bylaws
- Liaise with RCMP and/or other peace officer agencies to ensure bylaw infractions are enforced
- Review industry standard guidelines for bylaw officers and make recommendations for the training of Stoney Nakoda First Nations members to take on the roles of bylaw officers for Stoney Nakoda First Nations
- Work with Stoney Nakoda First Nations key stakeholders to source and obtain a continual source of funding to provide full-time time continuous Bylaw Officers to the Stoney Nakoda First Nations
Budgets, Payroll & Finance
- Manage the Nakoda Emergency Services Protection budget (approx. $1,000,000 per annum)
- Reviews and monitors expenditures in accordance with the budget and/or contracts and ensures that the program works within the allocated resources of the budget
- Complete bi-weekly payroll for all employees who fall under Protection or Security and liaise with Payroll to ensure all employees are paid accurately and on time
- Liaise with Accounts Payable and Accounts Receivable to financially administer to all Protection and Security Teams
- Work with Stoney Tribal Administration fund developers to source, apply and receive specific funds for the continual growth of all Protection, Security and Bylaw Teams
Recruitment & Management
- Identify staffing shortages and work with Departmental and Administrative leadership to resolve such shortages
- Work with Human Resources to recruit new employees when and where needed
- Motivate and empower all Team members to succeed in their roles
- Coordinate appropriate training to ensure the health & safety of employees and Stoney Nakoda First Nations members with whom employees will interact with on a daily basis
- Develop the existing team members to increase confidence and decision-making ability through:
- Verbal coaching
- Written policies and procedures
- Work towards the eventual goal of a 100% Stoney Nakoda First Nations’ Nakoda Emergency Services Protection
Team up to and including this role
Fleet Management
- Ensure the existing and future Protection fleet vehicles are maintained
- Ensure that all drivers have provided a driver’s abstract to Tribal Administration Insurance
- Ensure that all drivers have completed a Professional Drivers’ Improvement Course
- Ensure that all drivers have completed a Defensive Driving Course
Scheduling
- Complete monthly schedules for all teams under Protective Services
Community & Stakeholder Engagement
- Work with the Chief and Council of Bearspaw, Chiniki, and Goodstoney First Nations to continually develop the services of Protective Services teams to meet the needs of Stoney Nakoda First Nations
- Communicate regularly with all other community stakeholders as required
- Continue to work with RCMP and other external peace officer agencies to work towards Truth and Reconciliation
Communications:
- Review all Nakoda Emergency Services Protection Team incident reports and update key Stoney Nakoda First Nation stakeholders monthly
- Create a series of updates and announcements to engage all Stoney Nakoda First Nation members across a range of media platforms
Other Duties:
- Maintain the effectiveness of all on-site security camera systems
- Liaise with other Stoney Tribal Administration departments in the interest of increasing Indigenous employment and education
- Liaise with other Stoney Tribal Administration departments in the interest of ensuring all duties assigned to Nakoda Emergency Services Protection and Security Teams can be completed safely and in good order
- Perform other related duties and special projects as assigned
Education, Skills & Qualifications:
- Related Security Officer / Law Enforcement Training in a supervisory position or previous law enforcement supervisor experience is essential
- Excellent team-building and leadership skills
- Comprehensive skillsets in the use of the MS Office suite of products (MS Word, MS Excel and MS PowerPoint)
- Must have a comprehensive understanding of Security concepts, including physical security and electronic surveillance
- Must have good organizational skills and the ability to communicate effectively both orally and in written form
- Honest, reliable, confident in work & patient with others
- Ability to work in a team environment as well as work independently
- Must be able to maintain confidentiality
- Be mentally, physically and medically fit
- Possess excellent interpersonal and human relations skills
- Ability to confront potential intruders without escalating the situation
- Ability to speak Stoney is an asset
- Knowledge in Xyntax Native Systems is an asset
- Must be able to maintain confidentiality
- Able to adhere to deadlines
EMPLOYMENT CONDITIONS
- Must have reliable transportation and a valid Class 5 driver’s license
- Must abide by STA Policies and adhere to the Oath of Confidentiality
- Must be able to perform shift work and have open availability to pick up shifts
